I'd try a different ftp site.  

ftp.us.debian.org, debian.crosslink.net are two good sites.

Then I'd try to ftp by hand, using the command: ftp  from the 
shell.  Then I'd look at /etc/hosts and /etc/resolv.conf, and 
be sure I had nameservice working, by trying a few random 
addresses with nslookup, ping, etc.

I say this because I had a hunch the error message you got
suggests the script does not know how to deal with the ftp
site address you specified (or somebody specified; look at
/var/lib/dpkg/methods/ftp/vars for the exact address dselect
looks for, as well as the userid and password used -- 
everything you specified in the setup script.)

I personally don't use this method the way I think you're using
it; what I do is download (using mc's ftp interface) the files
I need, putting them in an identical hierarchal structure to
the original ftp site (e.g., partial mirroring) and then use 
the ftp method -- but the site I specify -- is my own machine!
