Man works for Root but not for other users

I recently installed Debian 1.2.8.  

One problem remains.

Man works fine for root.   When other users invoke it, though, they just get
the error:

Man can't set effective uid - operation not permitted.

Any help would be greatly appreciated.  

(BTW thanks to Butch Kemper for the fix fot QPopper which worked!).
