Hi !

Probably your /etc/shells is missing for some reason (I think it is
missing in a current base-passwd package release but fixed now).

/etc/shells should look like this:

# /etc/shells: valid login shells
/bin/ash
/bin/bash
/bin/csh
/bin/sh
/usr/bin/es
/usr/bin/ksh
/usr/bin/rc
/usr/bin/tcsh
/usr/bin/zsh
