Unless this is some sort of PPP account, that the university has assigned
to you, no. The address also has to be static, not dynamic if you want to
get mail reliably. (I do not know of any workarounds, perhaps others know
of some for dynamic IP). This is covered extensively in the PPP Howto and
Net Howtos.

You'll need to setup a PPP link (I'm assuming you're going to be doing
this over a serial line modem, if not, consult the appropriate docs). Then
all you need is to setup a file in /etc/ to point at your newserver
(assuming that it recognizes your domain and lets you login). You can then
run a standard news client like Gnus. If you want to be a UUCP server,
that's another story.... I'd recommend getting the O'Reilly book on UUCP,
because I've heard it's a bear to configure....
Either that or you can try setting the NNTP setting in your shell, I
believe.... (in gnus you can set it in your.emacs file). Note that
regardless of how or what you do with news, all that information is going
to bog down your phone line if you are doing this over a modem. Personally
I prever logging into a remote account and getting news that way.
As for mail, there's sendmail, something which I never bothered to
configure, but I'm sure lots of people will be happy to tell you about.
There's also smail or some equivalent.
I've heard of suck, but never used it. Still able to read news. There's
probably a better way of doing this, but this way seems less of a hassle
than others I've seen.
