I think if your system hangs in shutdown it is hanging in "unmount". Often
this is an unmount of a partition on a non-responding NFS host. Unmount
should time out, I guess.

Under 0.93, when the root is mounted read-only (as during the last stages
of shutdown or after some single-user boots) init is no longer capable of
communicating run levels. Under the 1.1 alpha with kernels greater than
1.3.65 this is not a problem, but the "unmount" problem still exists.
