Maybe the Debian FAQs are not very up-to-date about this:

GNU is going international through GNU gettext, and since Debian is
mostly GNU based, Debian will go international through gettext also.

Next Linux libc 6 (glibc 2.0) has gettext support. In every program using
gettext, .po files are converted to .mo files, which are distributed
*with* the package (these .mo files are what programs really use,
and they are usually in /usr/share/locale/*/LC_MESSAGES).

Currently, Debian fileutils, textutils, shell-utils, and gettext (to name 
the ones I remember), have i18n support using GNU gettext.

So, you won't have to compile anything yourself. Just give LANG and LC_ALL
suitable values.
