That was actually a suggestion for mirror site maintainers, not the
distribution maintainers.  It was to have a mirror follow a change instead
of re-fetching everything.  Tar is a better solution if the original
structure must continue to exist.

Q: Will "unstable" remain a directory or will it also become a symlink
to the next code-name?
