I'd say it's safe to rename the deb-files to a dos-conforming name and
copy them to dos floppies, at least that's what I've always been doing
without any problems (up to 0.93R6, dpkg 1.0.5).

There might be problems using dselect for a floppy-install, never
tried. For me it works with 'dpkg --unpack ...' and 'dpkg --configure
--auto'.
