Can't boot with boot disk & SMC Ultra Card

I can't run the boot install disk with my SMC Ultra network card set at irq 
0x10 and RAM addr at 0xcc00.

If I change it to irq 0x03 and RAM addr at 0xd000 it boots up.

Does anyone know why?
