No, I don't agree that KOI8-U is prefferable. The locale is applied to each process separately and not system-wide. So for this small amount of problem-programs just add LANG=uk_UA.KOI8-U prefix into command line:

# LANG=uk_UA.KOI8-U mc

and use UTF-8 as global locale for all other cases.
