Bien, efectivamente hay un error reportado catalogado de "serio" al respecto:

en el que se lee:

  "After some debugging I have found out following:
function crypt_admin_pass is called twice:
first time with correct password entered in the process of configuration
second time with slapd/password1 cleared to empty string
Therefore empty string is hashed and stored in the LDAP database as an
admin password."

  "One method for users to work around this until it is fixed is to
temporarily set a rootdn and rootpw in slapd.conf, to log on to the
directory to fix the broken password."


Lo cuál explica perfectamente el probleme existente y también porqué SI 
funciona si pongo "rootdn" y "rootpw" en "slapd.conf".


Este error lleva reportado desde diciembre del 2005, a ver si lo arreglan 
pronto ;)
