Sí. Yo mismo tengo un servidor ftp con VSFTPD que funciona exactamente como tú
dices.

No entiendo bien el problema. ¿Por qué cada usuario debe tener habilitada una
shell?
Te voy a poner mi fichero vsftpd.conf y lo miras a ver, porque yo sé que
cambié cosas para hacerlo funcionar pero ahora no me acuerdo cuales.
