Segundo a menssagem o devfs não está devidamente configurado, veja esta opçao via make menuconfig dentro do /usr/src/source-do-seu-kernel, mas precisamente no filesystem. O problema não é o apt e sim algo não configurado corretamente no seu Kernel.
