Well, that bug report was indeed not about changing the whole German console keymaps....but just fixing a glitch in one of them (probably the less used one: de.kmap). I'm quite conservative about such changes: these keymaps now in some way carved in stone by years of use in the Linux community....so changing some of the most used ones (de-latin1 and de-latin1-nodeadkeys) makes me feel uncomfortable...
