Das Paket localeconf gibt es nicht mehr, die Locale-Einstellungen
werden jetzt komplett vom locales-Paket verwaltet. Also »apt-get
install locales« oder »dpkg-reconfigure locales«, je nachdem ob das
locales-Paket schon installiert ist oder nicht.
