LANGUAGE = (unset)

Hallo Liste,
ich schlage mich mit einer XEN-Installation rum. Dom0 läuft, und darin auch
andere Gastsysteme.
Nur mit etch gibt's Probleme, welches ich mit chroot und debootstrap
installiert habe:
        perl: warning: Setting locale failed.
        perl: warning: Please check that your locale settings:
        LANGUAGE = (unset),
        LC_ALL = (unset),
        LANG = "de_DE.UTF-8"
        are supported and installed on your system.
        perl: warning: Falling back to the standard locale ("C").

Nun habe ich gegoogelt und ein paar Lösungsvorschläge ausprobiert:
        # dpkg-reconfigure localeconf
        perl: warning: Setting locale failed.
        perl: warning: Please check that your locale settings:
                LANGUAGE = (unset),
                LC_ALL = (unset),
                LANG = "de_DE.UTF-8"
            are supported and installed on your system.
        perl: warning: Falling back to the standard locale ("C").
        locale: Cannot set LC_CTYPE to default locale: No such file or
directory
        locale: Cannot set LC_MESSAGES to default locale: No such file or
directory
        locale: Cannot set LC_ALL to default locale: No such file or directory
        Package `localeconf' is not installed and no info is available.
        Use dpkg --info (= dpkg-deb --info) to examine archive files,
        and dpkg --contents (= dpkg-deb --contents) to list their contents.
        /usr/sbin/dpkg-reconfigure: localeconf is not installed
        #

Also habe ich versucht localeconf zu installieren:
        # apt-get install locales localeconf
        Reading package lists... Done
        Building dependency tree... Done
        E: Couldn't find package localeconf
        #

Hmm, und jetzt? Weiß einer weiter?
Danke schonmal, Chris....

P.S. meine sources.list:
        # cat /etc/apt/sources.list
        deb http://ftp.de.debian.org/debian etch main
        deb-src http://ftp.de.debian.org/debian/ etch main
        deb http://security.debian.org/ etch/updates main
        #
