Wo kommt denn das her und was soll das Paket beinhalten? In Debian ist
es jedenfalls nicht enthalten und zumindest ich bin bisher gut ohne
ausgekommen.

Ja. Du hast es aber fest in den Kernel einkompiliert. Wenn du es als
Modul bauen möchtest, muß dort
CONFIG_ACPI_IBM=m
stehen.
Und zum Thema fan speed möchte ich mal aus der Readme zum Modul
zitieren (/usr/src/linux/Documentation/ibm-acpi.txt):

Du müsstest also also ibm-acpi als Modul bauen (s.o.) und es mit
modprobe ibm-acpi experimental=1
laden, um dieses feature _trotzdem_ zu nutzen.
