Füber den obigen Link zu Deiner sources.list, update und installiere
nochmal "dh-make". Das zieht Dir automatisch "debconf-utils" v1.2.35
hinterher...
Ich weis zwar nicht, wie Du auf 1.2.37 gekommen bist (habe ich nirgends
gefunden) aber wenns nicht hilft, mach ein
apt-get install debconf=1.2.35 debconf-utils=1.2.35 dh-make
Das downgraded Dir debconf und gleicht die geschichte ab.
