Eigentlich müsstest du ein InitScript /etc/init.d/hdparm haben. Dieses
Script musst du dann dem entsprechenden Runlevel hinzufügen (mit
/update-rc.d). Am besten als erstes Script.
Dann solltest Du die /etc/hdparm.conf noch für deine Festplatte anpassen.
So sieht das bei mir aus:
