C'est que dpkg utilise perl, que perl regarde tes locales, et que 'fr' n'existe pas. Juste pour voir, fais un 
export LC_ALL=fr_FR

et quelques tests.
Dans mon locale.gen, j'ai :
fr_FR ISO-8859-15
#fr_FR@euro ISO-8859-15
