ftp problems



I'm having trouble using ftp or ncftp from my debian box.  It is
behind a firewall but I can ftp from my freebsd box and from the
firewall box.  I ran "ncftp -D ftp.gnu.org" and get the following -

Anonymous access granted, restrictions apply.
#DB# RCmd:  "CWD /"
#DB# RCmd:  "PWD"
257: "/" is current directory.
250: CWD command successful.

> ls

#DB# ls
#DB# Data connection was already closed.
#DB# RCmd:  "PORT 192,168,10,7,17,62"
500: Illegal PORT command.
#DB# Data connection was already closed.

I tried -
ncftp -D -p 21 ftp.gnu.org
Because of the bad port error.  192.168.10.7 is the ip of my 
machine.  I still get the same error as above.
Any thoughts?  I can use the web otherwise just fine.
