I went ahead and uploaded teckit to unstable and it has now built and uploaded on all buildd archs.

Please go ahead, seems fine by now. BUt keep the
        Conflicts: texlive-binaries (<< 2018.20180907.48586-3~)
I think it is necessary due to file overlap, I think.

 

As far as I can tell from policy https://www.debian.org/doc/debian-policy/ch-relationships.html#s-replaces and https://www.debian.org/doc/debian-policy/ch-relationships.html#s-conflicts Break/Replaces is enough and copes with the file overlap. Breaks is instead of Conflicts.
