I'm running plain TeX using 'pdftex', and it's producing A4 PDF.
But I have configured it to use US letter paper both using
texconfig interactively and by

        texconfig pdftex paper letter

Something is wrong with the configuration.

The same file, when run through tex -> dvips -> ps2pdf, produces a
US letter PDF.

Hi Norman,

indeed, your version does not support paperconf integration into
texconfig, this was implemented after the release of the current
stable (soon to be oldstable).

This has been preliminarily implemented in 2009-10, and much more
consistently in TL2012 versions.
