Bug#699935: texlive-binaries: pdftex does not respect texconfig paper-size specification

I'm running plain TeX using 'pdftex', and it's producing A4 PDF.
But I have configured it to use US letter paper both using
texconfig interactively and by
texconfig pdftex paper letter
Something is wrong with the configuration.
The same file, when run through tex -> dvips -> ps2pdf, produces a
US letter PDF.
