The high bit characters are a problem, you need to use
TeX internal ^^ab etc encoding. See as an example the files under
/usr/share/texlive/texmf-dist/tex/generic/
in hyph-utf8/patterns/tex/hyph-de-1996.tex

and in hyph-utf8/patterns/ptex/hyph-de-1996.ec.tex

That is the reason why ptex version of the hyphenation patterns is shipped.
