I think, YOSHINO want to say:
- Old ptex-bin provides *both* /usr/bin/ptex-bin and /usr/bin/platex
- New texlive-binaries provides, replaces ptex-bin. However this
pacakage provides /usr/bin/ptex-bin only. So new texlive-binaries does
not replace old ptex-bin collectly.

Yes, you are rights in order to *use* platex, but may be somthing wrong
when upgrade from squeeze to wheezy because both old ptex-bin and
texlive-binaries don't depends texlive-lang-cjk.
I would like to propose as follows:
- Create transitional package "ptex-bin", which depends both
texlive-binaries and texlive-lang-cjk.
- texlive-binaries does not provides ptex-bin, conflict old ptex-bin.
- (optinal) I'll send rm request to ptex-base, ptex-buildsupport, ...
