That is the point, the tex-common trigger which runs mktexlsr.
mktexlsr does not create *not* existing directories, so if
/usr/local/share/texmf
does not exists, no ls-R file will be created there.

That has *nothing to do with kpsewhich or whatsoever.
mktexlsr/texhash checks the respective texmf.cnf variable and
generates in all dirs whree it is asked to do a ls-R file.
TEXMFLOCAL is one of them.

Can you please test what Ralf said, if you want to help?
- remove and purge tex-common
- check if after that the ls-R file is stil tehre.
all assuming you started *without* a /u/l/s/texmf
