Bug#607857: texlive-base: don't put files under /usr/local

Hi,

 I've found that texlive-base package creates files in /usr/local.
 (thanks to piuparts)

> 0m25.2s ERROR: FAIL: Package purging left files on system:
>   /usr/local/share/texmf         not owned
>   /usr/local/share/texmf/ls-R    not owned

 It's Policy violation (9.1.1 File System Structure), don't put files under
 /usr/local.
