You mean for TL2010? There is a lot to think about, since
the main distribution of TL2010 has changed, and I want to
base our packaging now on the tlnet/ hierarchy. This would
allow for easy inter-release updates.
I have done a bit of thought work on htat, but didn't
find any time to actually program anything.
In the core you should understand how the SOURCE packages
of texlive-* are created (they are NOT hand made, but automatically
generated!), and then think how to move that over to the new layout.

Quite, unfortunately. IN TL2009 we started from the svn checkout
(or DVD), while in 2010 I want to use the tlnet hierarchy, i.e.
packaged (.tar.xz) files.
