That's not really an answer to my question.  I don't think Debian
unstable is meant for software that is not ready for use, with the hope
to get beta testers.  It's for software which basically works, and the
"unstable" refers to it's Debian packaging which hasn't been tested.

So the question still is: Is xindy with a pre-release version number in
a usable state?  If you and Jörg agree on a "yes", then I think we
should upload as soon as possible.
