Removal of tfm-arphic

I've been sniffing in the TeX related bugs, and I found that the
package tfm-arphic still has quite a few of them.

My own latex-cjk-chinese-arphic package is actually a replacement of
these fonts.
So most, if not all of the bugs will disappear if I set a Replaces: in
latex-cjk-chinse-arphic.  As a bonus, you won't need freetype1-tools
anymore.
Would you agree that this is a replacement?

If so, then perhaps tfm-arphic could be purged now.  Or I could upload
a new version of latex-cjk-chinese-arphic for after the new Debian
release, and meanwhile the tfm-arphic bugs could be ignored.

tfm-arphic bugs that can almost certainly be closed manually or merged
with others:

  #182535: tfm-arphic-bsmi00lp: Won't display!
    Reason: This has nothing to do with TeX, but with X.
            I suggest the user installs the ukai or uming package by
            Arne Götje, that has defoma support (needs
            x-ttcidfont-conf as well).

  #285432: tfm-arphic-bsmi00lp fails to purge
    Reason: It can be merged with #392948 [tfm-arphic-bkai00mp:
            purging the package fails (kpsewhich unavailable)].

  #309074: tfm-arphic should not depend on ttf-arphic-ukai or ttf-arphic-uming
    Reason: This seems a lot like #392555, so it can be merged.
