No, I'm sorry - I didn't read carefully and thought that Norbert was
comparing his original commit to your no-triple-slash-optimized
version.

For debconf, it's 

debconf (1.4.69) unstable; urgency=low

[...]
  * Add support for templates of type 'error', which are largely treated
    like notes except that they are displayed no matter what the priority
    and even if they've previously been seen. For example, this can be used
    for input validation errors. This is compatible with cdebconf.

As for grep, sarge's version already understands it, so I don't think we
need a versioned depends.
