Ok, so we call always
mktexlsr /usr/share/texmf /var/lib/texmf
(do we really need to create a ls-R in /etc/texmf? it is not flagged
with !! in texmf.cnf and in fact I prefer NOT having a ls-R file
there!).
The maintainers can use
texmftrees=tree,tree,tree
as in
dh_installtex --texmftrees=/usr/local/share/texmf,/usr/share/texmf-texlive
if they want that ls-Rs are created for those trees, too.
