Julian did this IIRC, or at least explained it to me in a way that I
needn't understand and remember what I was doing.  

Think, login, grep.

Actually it should be easy:

So we would need a procmail rule on some host that receives mail from
pkg-texlive-maint (or from the Perl script directly) and drops
everything that's not interesting, and forward the rest to Florent (or
to debian-tetex-maint, I'd suggest).
