Ah, I guess we should coordinate on that then.
BTW, I have seen that you have added documentation directories for
base/required LaTeX stuff in tetex-base.install. Where should those be
installed? Should they be excluded from tetex-doc?

Hmm, 'ls -lt /usr/share/texmf-tetex/fonts/{vf,tfm}/adobe/palatino/' does
give some really old files indeed. Looking at, say, pplr.vf I see as
first line
(VTITLE Created by afm2tfm /export/disk02/postcap/tools/TeX-3.0/texmf/fonts/afm/adobe/palatino/pplr8a.afm -u -p 8r.enc -t dvips.enc -v pplr.vpl)
Regardless of who run that command, I don't think one can gain any
rights by converting font metric information from one format into the
other. So files like these might be ok license wise. Looking at, say,
pplr8z.vf I see
(VTITLE Created by afm2tfm cs-pplr -t E:\TEXFONTS\A2AC\XL2.enc -v pplr8z)
I don't know where cs-pplr[.afm] comes from, so this might be more
problematic. Not that this font uses rpplr as real font, which is
mentioned in the map files.
I don't know if these fonts have any real use in teTeX.
