There is /usr/share/doc/tetex-bin/README.Debian.gz, but I am not sure
how many users look at it. I think quite a bit of your suggestions is
included in there, though I haven't checked it in detail. The part about
changing the configuration could be amde more explicit, though.
Favouring adding new files over changing existing ones.
