That is interesting. Could you please send us the output of the
following commands?

  ls -l /etc/texmf/fmt.d/

  kpsewhere --format="web2c files" fmtutil.cnf 

  egrep "^latex" $(kpsewhich --format="web2c files" fmtutil.cnf)

  kpsewhich -progname=latex -format=tex latex.ini
