Bug#353474: tetex-bin: Fails to install

This seems to be the problem. You did not accept the changed
configuration file and hence

TEXMFDIST = /usr/share/texmf-{tetex,texlive}

is not searched, as one can see from the output of kpsewhich:

What changes did you make to 05TeXMF.cnf that needed preserving? Please
at least include the new value of TEXMFDIST. Otherwise your TeX system
will never work. If you want sent the diff between 05TeXMF.cnf and
05TeXMF.cnf.dpkg-dist. Then we can see if there are other essential
paths that are not properly set.
