I made a chmod -R u+w ., the reason for the 0444 was that I copied the
files from the perforce workspace, where all the files are by default
0444.

I leave it for now like this. It shouldn't hurt anybody.
Can you check the dependencies on tetex, is there something to be
changed?
new version of texinfo
deb http://www.tug.org/texlive/Debian/ texinfo/
deb-src http://www.tug.org/texlive/Debian/ texinfo/
and soon new version of the texlive debian packages at
deb http://www.tug.org/texlive/Debian/ pool/
deb-src http://www.tug.org/texlive/Debian/ pool/
which will work with the new texinfo package (no conflicts anymore) and
will not have texlive-texinfo.
Best wishes
