The bug has been fixed in 1.16 from incoming. However ucf calls
debconf-loadtemplate without checking if it is available and does not
declare a dep on debconf-utils (which is in the devel section
anyway). So I leave that bug open and the idea to check for
debconf-loadtemplate before calling is is a good one.
