Hilmar reassigned this bug to ucf and forgot to send a copy to Manoj
(ucf@packages.debian.org), usually (always?) the mail forwarding is
faster than the reassigning. I doubt, however, that the reassigning
was correct at all, it is rather in debconf, or something completely
different.

ucf doesn't call it, either, it just sources
/usr/share/debconf/confmodule. And it does that only if the file
exists. Therefore it seems that debconf doesn't check properly whether
debconf-utils is installed - by the way, Miles, which versions of
debconf* do you have installed? Please give us the output of
dpkg -l "debconf*"
