So then you are in trouble fro two reasons:
With tetex you wont get it out of tetex, I guess Frank will not take out
stuff from tetex as this would be the same as creating a new tetex.
(I guess, as I said).
With texlive it could be a bit better, but OTOH, if I take algorithm out
of the texlive packages now, I would need *now* a working debian package
of algorithm, is there one?
And BTW; is it that big? Isn't it easier to write a good explanation on
how to insall algorith in the local tree *if* someone really needs a new
algorithm package?

Replace: would be the only way to do this, but this is generally
considered harmful. IMHO it should only be used to actually replace a
whole package and not single files from it.
