I am confident that we can already set TEXMFSYSCONFIG=/etc/texmf in the
current teTeX packages.  AFAICT, kpathsea only looks in the right
toplevel directories, and the only directory names in /etc/texmf that
correspond to TDS toplevel directories are dvips, dvipdfm and context.
There's nothing in there that would cause problems if found that way.

So why not simply upload tex-common 0.11 with that setting?
