TEXMFSYSCONFIG to /etc/texmf

I am thinking about setting up texlive now as follows:
. put all the files in the usual place in /usr/share/texmf
  (without any links to cfg or debian-cfg or so)
. override the tex-common TEXMFSYSCONFIG variable by installing a
  texmf.d config snippet 04TeXlive (overriding the TEXMFSYSCONFIG
  setting in 05TeXMF)
. write in the README that configuration should be done by copying 
  respective files from TEXMFMAIN to /etc/texmf (with the respective
  prefix)
. Probably already move some config files for actual program from
  TEXMFMAIN to /etc/texmf (I have to check which I would/should move).


Would you (or someone else) expect some problems with this?
