Why not leave dh_installtexfonts in tex-common and but remove the
'Depends: debhelper'? For example, xml-core and defoma both provide
debhleper scripts. xml-core has 'Suggests: debhelper', while defoma uses
'Enhances: debhelper'. I am not sure right now what is better.
