Hmm. As the small patch caused footbib (not) to work with teTeX 3.0
it couldn't have been that minor. Unfortunately Martin Quinson never
posted an example showing the buggy behaviour of the package.

It is! I hope Thomas will release a revision of teTeX 3.0 at any time
in the future and will include all the fixed packages, which were
found to be buggy after the release.
