Bug#263715: fmtutil.cnf still not found in tetex-bin 2.0.2-18

when i type

i got this
TEXMF = {$HOMETEXMF,!!$TEXMFLOCAL,!!$TEXMFOLDLOCAL,!!$TEXMFMAIN}

in the other hand, when i type 
> update-texmf
and then  
> > egrep '^TEXMF |^VARTEXMF' /etc/texmf/texmf.cnf
i got 
TEXMF = {$HOMETEXMF,!!$TEXMFLOCAL,!!$TEXMFOLDLOCAL,!!$TEXMFMAIN}

tetex-bin still not working
