Bug#264388: tetex-extra: bug reporting is broken

File /usr/share/bug/tetex-extra makes bug reporting broken:
after asking for the severity level, nothing happens. By hitting
[ENTER] one more, the message is edited with in the body of the
mail what should have been displayed in the term.
