The offending line is not commented at all, AFAICS. The broken patch
is sitting in the sources of tetex-base (patch-deb).

I guess, that stymied things have something to do with the TeX ->
e-TeX migration. I'm waiting for an answer from the OP. The
difference between that one and your bug (you delivered the fix for)
is, that in the latter case the formats are not built due to broken
language.dat, while in the first case they are not built during
postin possibly due to missing entries in fmtutil.cnf.
