Thats bad. During latest upload of tetex-base that file was removed
due to licensing issues. In postinst of latest tetex-bin we have some
code to comment the appropriate entries in language.dat. Is this
entry commented out in
/usr/share/texmf/tex/generic/config/language.dat ?

We removed it. The location /usr/local/hyphen/ukhyph.tex is not
according to the TDS, so it should not be found there by kpsewhich.
